My dear Sir
    it gives me Sincere Pleasure
that you have at Last Escapd [sic] from the Clutches of
French tyranny & are restord [sic] to your Country
I feel an additional Satisfaction of no Small
magnitude in Finding the First Lord, of whose judment [sic]
as well as Talents I have a high opinion, inclind [sic]
to rate your Services on the scale they deserve & to
